一、法国、德国实习生申请《外国人来华工作许可》I. Application for the Foreigner’s Work Permit in the People’s Republic of China for Interns from France and Germany
（一）适用对象(I) Target Applicants1.用人单位基本条件
1. Basic Requirements for Employers（1）依法设立，有实际经营场所、依法纳税、缴纳社会保险、无严重违法失信记录。(1) They must be legally established, have an actual place of business, comply with tax obligations, pay social insurance, and have no serious records of legal violations or dishonesty.（2）法律法规规定应由行业主管部门前置审批的，需经过批准。(2) If laws or regulations require prior approval by the competent industry authority, the employer shall obtain such approval.
2.申请人基本条件2. Basic Requirements for Applicants（1）法国实习生需满足双方高校（含职业、技工院校）的在校生或毕业不满1年的毕业生；德国实习生需满足①德国高校：已完成至少四个学期高等教育的在校生（含本科、硕士研究生和博士研究生）或毕业未满12个月的毕业生；②德国职业院校（含技工院校）：在校生或毕业未满12个月的毕业生。(1) French interns should be current students or graduates within one year from mutually recognized universities (including vocational and technical colleges);German interns should meet the following criteria:① German Universities: Current students (including undergraduates, postgraduates, and PhD students) who have completed at least four semesters of higher education or graduates who have graduated within the last 12 months.② German Vocational Schools (including technical colleges): Current students or graduates who have graduated within the last 12 months.（2）法国实习生应年满18周岁且未满30周岁；德国实习生应年满18周岁且未满35周岁。(2) French interns should be between 18 and 30 years old.German interns should be between18 and 35 years old.（3）有确定的实习单位，且在本市行政区域内正常经营及依法开展活动。(3) They must have a confirmed internship unit operating normally and legally within the municipal administrative area.（4）实习期应不超过6个月，且不能同时拥有雇员身份。(4) Internship period shall not exceed six months, and applicants cannot hold employee status simultaneously.实习期限包括①实习期限为90日及以下的；②实习期限为90日以上、6个月以内。The internship period includes: ①90 days or less; ②exceeding 90 days but within six months.（5）无犯罪记录。(5) No criminal record.（6）身体健康。(6) Good health.（7）持有有效护照或能代替护照的其他国际旅行证件。(7) Hold a valid passport or other international travel documents that can substitute for a passport.（8）法律、法规规定的其他条件。(8) Other conditions prescribed by laws and regulations.
（二）所需材料(II) Required Documents1.实习期限为90日及以下1. For internship periods of 90 days or less（1）外国人来华工作许可申请表，在线填写打印，申请人签字后，加盖用人单位公章，再上传至系统。Application Form for the Foreigner’s Work Permit in the People’s Republic of China: To be completed and printed online. The applicant must sign the form, and it must be stamped with the employer's official seal before being uploaded to the system.（2）申请人6个月内正面免冠照片：近期免冠电子照片，白色背景，无边框，面部特征完整，图像清晰，无斑点、瑕疵、印墨缺陷。不建议戴帽子或头巾等饰物，如因宗教原因不得不戴，应确保其不遮挡申请人整个面部。(2) Applicant's Front-Facing Bareheaded Photo Taken Within the Last Six Months: A recent electronic photo with a white background, no border, full facial features visible, clear image, and free of spots, blemishes, or ink defects. Wearing hats or headscarves is not recommended. If required for religious reasons, the accessory must not cover the applicant's full face.（3）实习合同：应提供中文合同，不得涂改。(3) Internship Contract: A Chinese version must be provided. Alterations are not permitted.（4）实习确认书（法国实习生的实习确认书由法国驻华大使馆文化教育合作处出具；德国实习生的实习确认书由德国工商大会驻华机构一一德中工商技术咨询服务有限公司出具，含北京、上海、广州分公司。）(4) Internship Confirmation Letter: For French interns, the confirmation letter shall be issued by the SCAC of the Embassy of France in China. For German interns, the confirmation letter shall be issued by the DIHK's institution in China – German Industry & Commerce Greater China, including its offices in Beijing, Shanghai, and Guangzhou.（5）申请人护照或国际旅行证件：护照或国际旅行证件信息页。护照有效期不得少于6个月。(5) Applicant's Passport or International Travel Document: Information page of the passport or international travel document. The passport must have a remaining validity of no less than six months.（6）其他材料：许可受理机构或决定机构根据需要要求进行补充提供的材料。(6) Other Documents: Additional materials as required by the acceptance or decision-making authority based on specific needs.
2.实习期限为90日以上、6个月以内2. The passport must have a remaining validity of no less than six months.（7）体检证明：由中国检验检疫机构出具的境外人员体格检查记录验证证明或健康检查证明书，签发时间均在6个月内。境外申请《外国人来华工作许可》可采用承诺制并提供体检承诺书。(7) Medical Examination Certificate: A physical examination record verification certificate or health check certificate issued by a Chinese inspection and quarantine institution for foreign nationals shall be provided, and the date of issuance must be within the past six months. For overseas application for the Foreigner’s Work Permit in the People’s Republic of China, a commitment-based approach may be adopted where applicants can submit a Medical Examination Commitment Letter.（8）其他材料：许可受理机构或决定机构根据需要要求进行补充提供的材料。(8) Other Documents: Additional materials as required by the acceptance or decision-making authority based on specific needs.
（三）核验要求(III) Verification Requirements《外国人来华工作许可》全程网上办理（新办需核验申请材料原件），实习期限为90日以上、6个月以内的申请人入境时需携带所有材料原件。境外申请的，获得工作许可入境后一个月内办理工作居留许可之前持材料原件至受理机构做好材料核验工作；境内申请的，应在预审通过后持申报材料原件至受理机构做好材料核验工作。The Foreigner’s Work Permit in the People’s Republic of China is processed entirely online (Original application materials must be verified for new applications). Applicants with an internship period exceeding 90 days but within six months shall carry all original documents upon entry into China. For overseas application: after obtaining the work permit and entering China, the applicant shall present the original documents to the accepting authority for verification within one month and before applying for the Residence Permit for Work. For domestic application: after passing the pre-review, the applicant shall bring the original documents to the accepting authority for verification.
（四）注意事项(IV) Important Notes1.实习合同期限应不超过6个月。1. The internship contract period shall not exceed six months.2.在中国学习的法国留学生可在我国直接申请实习，无需返回原籍国。2. French students studying in China may apply for internships directly within China without returning to their home country.3.德国实习生实习领域应与其即将获得或已经持有的学位或资格具有相关性。3. The internship field for German interns shall be relevant to the degree or qualification they are about to obtain or have already obtained.4.用人单位在系统录入时，请在具体职务里填“实习”字样。4. When entering information into the system, the employer must specify "Internship" in the job title field.5.《外国人来华工作许可》期限不能超过护照有效期限、实习合同期限、营业执照或其他法定注册登记证明的有效期限。5. The validity period of the Foreigner’s Work Permit in the People’s Republic of China must not exceed the validity of the applicant’s passport, internship contract, or the employer’s business license or other legal registration documents.6.实习结束后不得办理加注“实习”字样的《外国人来华工作许可》延期。6. After the internship ends, the Foreigner’s Work Permit in the People’s Republic of China bearing the designation "Internship" may not be extended.
（五）审批期限(V) Approval Timeframes预审期限：5个工作日（以提交完整并符合要求的材料为准，预审与受理一并处理）。Pre-Review Period: Five working days (based on the submission of complete and compliant documents; preliminary review and acceptance are processed together).审查期限：5个工作日（以网上受理材料为准）。Review Period: Five working days (based on the documents accepted online).遇特殊情况需延长期限的，许可受理机构或决定机构将酌情处理。In special circumstances where an extension of the review period is required, the accepting or decision-making authority will handle the matter at its discretion.
二、新加坡实习生申请《外国人来华工作许可》II. Application for the Foreigner’s Work Permit in the People’s Republic of China by Singaporean Interns
（一）适用对象(I) Target Applicants1.用人单位基本条件1. Basic Requirements for Employers（1）依法设立，有实际经营场所、依法纳税、缴纳社会保险、无严重违法失信记录。(1) They must be legally established, have an actual place of business, comply with tax obligations, pay social insurance, and have no serious records of legal violations or dishonesty.（2）法律法规规定应由行业主管部门前置审批的，需经过批准。(2) If laws or regulations require prior approval by the competent industry authority, the employer shall obtain such approval.
2.申请人基本条件2. Internship Agreement: The accepted Singaporean intern must sign an internship agreement with their employer (A Chinese version of the contract must be provided and must not contain any alterations). 实习合约应当符合中国法律法规规定且包括以下条款：The internship agreement shall comply with Chinese laws and regulations and include the following clauses:（1）根据实习生能力、培训目标或职业目标规定的工作内容；(1) Job responsibilities based on the intern's abilities, training objectives, or career goals;（2）实习岗位描述；(2) Description of the internship position;（3）实习起止日期；(3) Start and end dates of the internship;（4）实习生每周最长工作时间。(4) Maximum weekly working hours. 工作时间和加班时间总和不得超过最长工作时间；The total of regular and overtime hours must not exceed this maximum;（5）实习补助金及加班补贴（如需加班）的数额和支付方式；(5) Amount and payment method of internship allowance and overtime compensation (if applicable);（6）实习生可以享受的福利待遇（若有）；(6) Welfare benefits available to the intern (if any);（7）覆盖实习期的保险安排；(7) Insurance coverage during the internship period;（8）实习指导人员的职责；(8) Responsibilities of the internship supervisor;（9）暂停或解除实习的方式；(9) Terms for suspension or termination of the internship;（10）允许实习生缺勤的条件；(10) Conditions under which the intern may take leave;（11）实习生应遵守的接收单位内部规定（尤其应履行尽职义务并遵守保密条款）。(11) Internal regulations of their employer that the intern must follow (with special emphasis on the duty of care and confidentiality obligations).3.实习确认书：新加坡实习生应通过其高等教育机构向通商中国申请确认书。3. Singaporean interns whose internship duration in China does not exceed 30 days are not required to apply for a residence permit. For the internship exceeding 30 days (inclusive), the intern must, within 30 days of entry, apply for a foreigner residence permit at the exit-entry administration of the public security bureau at the intended place of residence, using a Z visa, the Notification Letter of Foreigner's Work Permit in the People's Republic of China, and a confirmation letter issued by their employer.3.用人单位为新加坡实习生申请《外国人来华工作许可》（中新青年实习交流计划）时，所需材料以扫描件形式提供。3. （三）核验要求(III) Verification Requirements《外国人来华工作许可》全程网上办理（新办需核验申请材料原件），实习期限为90日以上、6个月以内的申请人入境时需携带所有材料原件。境外申请的，获得工作许可入境后一个月内办理工作居留许可之前持材料原件至受理机构做好材料核验工作；境内申请的，应在预审通过后持申报材料原件至受理机构做好材料核验工作。The Foreigner’s Work Permit in the People’s Republic of China is processed entirely online (Original application materials must be verified for new applications). Applicants with an internship period exceeding 90 days but within six months shall carry all original documents upon entry into China. For overseas application: after obtaining the work permit and entering China, the applicant shall present the original documents to the accepting authority for verification within one month and before applying for the Residence Permit for Work. 二、新加坡实习生申请《外国人来华工作许可》II. Application for the Foreigner’s Work Permit in the People’s Republic of China by Singaporean Interns
（一）适用对象(I) Target Applicants1.用人单位基本条件1. Basic Requirements for Employers（1）依法设立，有实际经营场所、依法纳税、缴纳社会保险、无严重违法失信记录。(1) They must be legally established, have an actual place of business, comply with tax obligations, pay social insurance, and have no serious records of legal violations or dishonesty.（2）法律法规规定应由行业主管部门前置审批的，需经过批准。(2) If laws or regulations require prior approval by the competent industry authority, the employer shall obtain such approval.
2.申请人基本条件2. Basic Requirements for Applicants（1）新加坡实习生应为公立高等教育机构（包括高校和理工专科学校）的全日制学生和根据《中华人民共和国政府与新加坡共和国政府关于青年实习交流计划的协议》申请签证时毕业未满一年的上述院校毕业生。(1) Singaporean interns shall be full-time students enrolled in public institutions of higher education (including universities and polytechnics), or graduates from these institutions who apply for a visa within one year of graduation, in accordance with the Agreement between the Government of the People's Republic of China and the Government of the Republic of Singapore on the Youth Interns Exchange Scheme.（2）国籍为新加坡且此前未参加过本计划。(2) Applicants must hold Singaporean nationality and must not have previously participated in this program.（3）应年满18周岁。(3) Applicants shall be at least 18 years old.（4）有确定的实习单位，且在本市行政区域内正常经营及依法开展活动。(4) They must have a confirmed internship unit operating normally and legally within the municipal administrative area.（5）实习期应不超过6个月，且不能同时拥有雇员身份。(5) Internship period shall not exceed six months, and applicants cannot hold employee status simultaneously. 实习期限包括①实习期限为90日及以下的；②实习期限为90日以上、6个月以内。The internship period includes: ① 90 days or less; ② exceeding 90 days but within six months.（6）无犯罪记录。(6) No criminal record.（7）身体健康。(7) Good health.（8）持有有效护照或能代替护照的其他国际旅行证件。(8) Hold a valid passport or other international travel documents that can substitute for a passport.（9）法律、法规规定的其他条件。(9) Other conditions prescribed by laws and regulations.
（二）所需材料(II) Required Documents1.外国人来华工作许可申请表，在线填写打印，申请人签字后，加盖用人单位公章，再上传至系统。1. Application Form for the Foreigner’s Work Permit in the People’s Republic of China: To be completed and printed online. The applicant must sign the form, and it must be stamped with the employer's official seal before being uploaded to the system.2.实习合约；被录用的新加坡实习生应与接收单位签署实习合约（应提供中文合同，不得涂改）。2. Internship Agreement: The accepted Singaporean intern must sign an internship agreement with their employer (A Chinese version of the contract must be provided and must not contain any alterations). 实习合约应当符合中国法律法规规定且包括以下条款：The internship agreement shall comply with Chinese laws and regulations and include the following clauses:（1）根据实习生能力、培训目标或职业目标规定的工作内容；(1) Job responsibilities based on the intern's abilities, training objectives, or career goals;（2）实习岗位描述；(2) Description of the internship position;（3）实习起止日期；(3) Start and end dates of the internship;（4）实习生每周最长工作时间。(4) Maximum weekly working hours. 工作时间和加班时间总和不得超过最长工作时间；The total of regular and overtime hours must not exceed this maximum;（5）实习补助金及加班补贴（如需加班）的数额和支付方式；(5) Amount and payment method of internship allowance and overtime compensation (if applicable);（6）实习生可以享受的福利待遇（若有）；(6) Welfare benefits available to the intern (if any);（7）覆盖实习期的保险安排；(7) Insurance coverage during the internship period;（8）实习指导人员的职责；(8) Responsibilities of the internship supervisor;（9）暂停或解除实习的方式；(9) Terms for suspension or termination of the internship;（10）允许实习生缺勤的条件；(10) Conditions under which the intern may take leave;（11）实习生应遵守的接收单位内部规定（尤其应履行尽职义务并遵守保密条款）。(11) Internal regulations of their employer that the intern must follow (with special emphasis on the duty of care and confidentiality obligations).3.实习确认书：新加坡实习生应通过其高等教育机构向通商中国申请确认书。3. Internship Confirmation Letter: Singaporean interns must apply for the confirmation letter through their institution of higher education to Business China.4.申请人护照或国际旅行证件：护照或国际旅行证件信息页。护照有效期不得少于6个月。4.
